Bad Vets?????? What's your opinion?

I know we are also at fault but our breeder recommended breeding our dogs when the ***** was due to come into heat (don't really know how to phrase that)even though they were only 20 months and 16 months. The ***** was 20 months and it was her 3rd season and he said the dogs age didn't matter. What do you think??? You should read my other Question regarding Byb before you answer this. Thanks
