Getting a new VW key made?

I lost both my keys for my '95 Jetta, and I need a new key made. The title is NOT in my name. It would be really difficult for me to get the title switched to my name as I don't really know the people who used to own it. Will presenting the title to a VW dealer be enough to get a new key made? Will a locksmith do it? The car isn't stolen, it's technically totaled and has gone through 2 informal changes of hands through family.
